Abstract Is the use of armed force by international forces in Afghanistan ethically justified? The answer is one of degree: the fighting is neither completely just nor completely unjust. To evaluate the extent of justification, a novel Just War Index (JWI) is introduced. It is a composite indicator: the average of estimated values for seven criteria from the long-standing Just War tradition ? Just Cause, Right Intent, Net benefit, Legitimate Authority, Last Resort, Proportionality of Means and Right Conduct, each of (...) which are evaluated on a 7-point scale. Because the two international missions using armed force in Afghanistan ? the International Security Assistance Force (ISAF) and Operation Enduring Freedom (OEF) ? have different mandates, different histories and different approaches to the use of force, they are evaluated separately. The ISAF mission is found considerably more justified than OEF though still ethically deficient. (shrink)

Recent “connectionist” models provide a new explanatory alternative to the digital computer as a model for brain function. Evidence from our EEG research on the olfactory bulb suggests that the brain may indeed use computational mechanisms like those found in connectionist models. In the present paper we discuss our data and develop a model to describe the neural dynamics responsible for odor recognition and discrimination. The results indicate the existence of sensory- and motor-specific information in the spatial dimension of EEG (...) activity and call for new physiological metaphors and techniques of analysis. Special emphasis is placed in our model on chaotic neural activity. We hypothesize that chaotic behavior serves as the essential ground state for the neural perceptual apparatus, and we propose a mechanism for acquiring new forms of patterned activity corresponding to new learned odors. Finally, some of the implications of our neural model for behavioral theories are briefly discussed. Our research, in concert with the connectionist work, encourages a reevaluation of explanatory models that are based only on the digital computer metaphor. (shrink)

Nursing Inquiry 2012; 19: 116–127 [Epub ahead of print]Finding middle ground: negotiating university and tribal community interests in community‐based participatory researchCommunity‐based participatory research (CBPR) has been hailed as an alternative approach to one‐sided research endeavors that have traditionally been conducted on communities as opposed to with them. Although CBPR engenders numerous relationship strengths, through its emphasis on co‐sharing, mutual benefit, and community capacity building, it is often challenging as well. (...) In this article, we describe some of the challenges of implementing CBPR in a research project designed to prevent cardiovascular disease among an indigenous community in the Pacific Northwest of the United States and how we addressed them. Specifically, we highlight the process of collaboratively constructing a Research Protocol/Data Sharing Agreement and qualitative interview guide that addressed the concerns of both university and tribal community constituents. Establishing these two items was a process of negotiation that required: (i) balancing of individual, occupational, research, and community interests; (ii) definition of terminology (e.g., ownership of data); and (iii) extensive consideration of how to best protect research participants. Finding middle ground in CBPR requires research partners to examine and articulate their own assumptions and expectations, and nurture a relationship based on compromise to effectively meet the needs of each group. The spreading of COVID-19 misinformation on social media could have severe consequences on people's behavior. In this paper, we investigated the emotional expression of misinformation related to the COVID-19 crisis on Twitter and whether emotional valence differed depending on the type of misinformation. We collected 17,463,220 English tweets with 76 COVID-19-related hashtags for March 2020. Using Google Fact Check Explorer API we identified 226 unique COVID-19 false stories for March 2020. These were clustered into six types of misinformation. Applying the (...) 226 classifiers to the Twitter sample we identified 690,004 tweets. Instead of running the sentiment on all tweets we manually coded a random subset of 100 tweets for each classifier to increase the validity, reducing the dataset to 2,097 tweets. We found that only a minor part of the entire dataset was related to misinformation. Also, misinformation in general does not lean towards a certain emotional valence. However, looking at comparisons of emotional valence for different types of misinformation uncovered that misinformation related to “virus” and “conspiracy” had a more negative valence than “cures,” “vaccine,” “politics,” and “other.” Knowing from existing studies that negative misinformation spreads faster, this demonstrates that filtering for misinformation type is fruitful and indicates that a focus on “virus” and “conspiracy” could be one strategy in combating misinformation. As emotional contexts affect misinformation spreading, the knowledge about emotional valence for different types of misinformation will help to better understand the spreading and consequences of misinformation. In this paper, we reflect on current notions of engineering practice by examining some of the motives for engineered solutions to the problem of climate change. We draw on fields such as science and technology studies, the philosophy of technology, and environmental ethics to highlight how dominant notions of apoliticism and ahistoricity are ingrained in contemporary engineering practice. We argue that a solely technological response to climate change does not question the social, political, and cultural tenet of infinite material growth, (...) one of the root causes of climate change. In response to the contemporary engineering practice, we define an activist engineer as someone who not only can provide specific engineered solutions, but who also steps back from their work and tackles the question, What is the real problem and does this problem “require” an engineering intervention? Solving complex problems like climate change requires radical cultural change, and a significant obstacle is educating engineers about how to conceive of and create “authentic alternatives,” that is, solutions that differ from the paradigm of “technologically improving” our way out of problems. As a means to realize radically new solutions, we investigate how engineers might deploy the concept of praxis, which raises awareness in engineers of the inherent politics of technological design. Praxis empowers engineers with a more comprehensive understanding of problems, and thus transforms technologies, when appropriate, into more socially just and ecologically sensitive interventions. Most importantly, praxis also raises a radical alternative rarely considered—not “engineering a solution.” Activist engineering offers a contrasting method to contemporary engineering practice and leads toward social justice and ecological protection through problem solving by asking not, How will we technologize our way out of the problems we face? but instead, What really needs to be done? The Neuroethics of Memory is a thematically integrated analysis and discussion of neuroethical questions about memory capacity and content, as well as interventions to alter it. These include: how does memory function enable agency, and how does memory dysfunction disable it? To what extent is identity based on our capacity to accurately recall the past? Could a person who becomes aware during surgery be harmed if they have no memory of the experience? How do we weigh the benefits and risks (...) of brain implants designed to enhance, weaken or erase memory? Can a person be responsible for an action if they do not recall it? Would a victim of an assault have an obligation to retain a memory of this act, or the right to erase it? This book uses a framework informed by neuroscience, psychology, and philosophy combined with actual and hypothetical cases to examine these and related questions. (shrink)

Clinical trials of xenotransplantation (XTx) may begin early in the next decade, with kidneys from genetically modified pigs transplanted into adult humans. If successful, transplanting pig hearts into children with advanced heart failure may be the next step. Typically, clinical trials have a specified end date, and participants are aware of the amount of time they will be in the study. This is not so with XTx. The current ethical consensus is that XTx recipients must consent to lifelong monitoring. While (...) this presents challenges to the right to withdraw in the adult population, additional and unanswered questions also linger in the paediatric population. In paediatric XTx, parents or guardians consent not only to the initial treatment of the child but also to lifelong monitoring, thus making a decision whose consequences will remain present as the child develops the capacity for assent, and finally the capacity for informed consent or refusal. This article presents and evaluates unanswered paediatric ethical questions in regard to the right to withdraw from XTx follow-up in the paediatric population. (shrink)

The conditions animals experience during the early developmental stages of their lives can have critical ongoing effects on their future health, welfare, and proper development. In this paper we draw on evolutionary theory to improve our understanding of the processes of developmental programming, particularly Predictive Adaptive Responses (PAR) that serve to match offspring phenotype with predicted future environmental conditions. When these predictions fail, a mismatch occurs between offspring phenotype and the environment, which can have long-lasting health and welfare effects. Examples (...) include metabolic diseases resulting from maternal nutrition and behavioral changes from maternal stress. An understanding of these processes and their evolutionary origins will help in identifying and providing appropriate developmental conditions to optimize offspring welfare. This serves as an example of the benefits of using evolutionary thinking within veterinary science and we suggest that in the same way that evolutionary medicine has helped our understanding of human health, the implementation of evolutionary veterinary science (EvoVetSci) could be a useful way forward for research in animal health and welfare. The June 1975 issue of the Hastings Center Report published the Deliberations and Recommendations of the National Commission for the Protection of Human Subjects concerning the regulation of fetal experimentation. The Commission's most controversial conclusions were as follows: First, it voted to allow non‐therapeutic research on the human fetus, provided important biomedical knowledge could not be gained in any other way, proper consent had been obtained, and the research imposed “minimal or no risk to the well‐being of the fetus” (Recommendation (...) 4). Because interpretations of the last phrase varied in the case of fetuses scheduled for abortion, the Commission recommended that a national ethical review body be able to rule on disputed cases (Recommendation 5). In the case of research during abortion and research on the non‐viable fetus ex utero, the Commission's interpretation of permissible “harm” was restricted to the proviso that “no intrusion into the fetus [may be] made which alters the duration of life” (Recommendation 6). The Commission also recommended further research on abortion techniques (Recommendation 12). The Secretary of Health, Education and Welfare accepted the Commission's Recommendations almost without change—the major modification was to request paternal consent rather than to rely on the fact that “the father has not objected.” The DHEW regulations were published in the Federal Register on Friday, August 8, 1975, and written comments on them were invited. Already, however, a number of commentators including several members of the Commission had offered either dissenting or qualifying remarks. Some are printed here. (shrink)

I applaud recent improvements upon previous guidelines for the assessment of pain in non-human species and the application of their framework towards decapod crustaceans. Rather than constituting a mere intermediate solution between the scientific difficulty of settling questions of animal consciousness and the need for a framework for the purposes of animal welfare legislation, I will argue that the longer lists of criteria for animal sentience should make us realize that animal sentience is a multi-dimensional phenomenon that must be studied (...) with a plethora of methods in order to assess its diversity across the tree of life. Neuwelt et al. review available viral-mediated gene therapy methods and their blood-brain-barrier (BBB) disruption delivery technique, briefly mentioning nonviral mediated gene therapy methods. This commentary discussed the BBB disruption delivery technique, viral and nonviral mediated gene therapy approaches to Parkinson's disease, and the potential use of antisense oligo to suppress malignant brain tumors.

This is the first complete English translation of _On the Purity of the Art of Logic, _a handbook of logic written in Latin by English philosopher Walter Burley. The work circulated in the Middle Ages in two versions, a shorter and a longer one, both translated here by Paul Vincent Spade. The translations are based on the only complete edition of Burley’s treatises, corrected by Spade on the basis of one of the surviving manuscripts. The book also includes an (...) extensive introduction, explanatory notes, a table of corresponding passages between the two versions, a select annotated bibliography, and three indexes. A contemporary of John Duns Scotus and William of Ockham, Burley was active at the universities of both Paris and Oxford. He became one of the most important figures in the transformation of medieval logic and semantics that took place in the early fourteenth century. Burley used new tools and techniques of logical and semantical analysis, yet in many cases he used them in defense of traditional views, such as a realist metaphysical theory of “universals_._”_ On the Purity of the Art of Logic_ shows_ _both these sides of Burley—the innovator and the conservative—as well as some of the ways in which his views corresponded or clashed with those of William of Ockham. In the late eighteenth century, Adam Smith significantly shaped the modern world by claiming that when people individually pursue their own interests, they are together led towards achieving the common good. But can a population of selfish people achieve the economic common good in the absence of moral constraints on their behavior? If not, then what are the moral conditions of market interaction which lead to economically efficient outcomes of trade? Answers to these questions profoundly affect basic concepts and principles (...) of economic theory, legal theory, moral philosophy, political theory, and even judicial decisions at the appellate level. Walter Schultz illustrates the deficiencies of theories which purport to show that markets alone can provide the basis for efficiency. He demonstrates that efficient outcomes of market interaction cannot be achieved without moral normative constraints and then goes on to specify a set of normative conditions which make these positive outcomes possible. In this radical reinterpretation of Aristotle's Metaphysics, Walter E. Wehrle demonstrates that developmental theories of Aristotle are based on a faulty assumption: that the fifth chapter of Categories is an early theory of metaphysics that Aristotle later abandoned.

Teachers in many countries complain that their pedagogic work is impeded by unreasonable bureaucratic demands by government agencies. This paper suggests that historical, institutional and cultural perspectives are needed to understand the processes at work. It draws on Weber’s classic study of bureaucracy, but also makes reference to claims that traditional bureaucracies have been modified in ways that ameliorate their authoritarian character. The central part of the paper examines the attempts of one country (Scotland) to address complaints about excessive bureaucracy: (...) it is argued that they show a limited understanding of the nature of institutional power. In the discussion that follows, a number of critical interpretations are considered: that bureaucracies are, by their very nature, anti-educational; that they undermine ethical consciousness and cause psychological damage; and that enhanced professionalism can serve as a counterweight to bureaucratic tendencies. The paper ends by suggesting that the powerful pragmatic argument that mass, state-run educational systems cannot function without complex administrative structures, should not be used to disguise the fact that they have unintended consequences, some of which tend to subvert their stated aims. Inspite of the great success in many disciplines the program of reductionism has failed its genuine purpose. Systemtheory however has yielded a new concept of reductionism which we call reductionism by correspondence and which may imply a new understanding of the mind-body problem. The crucial operations of reductionism by correspondence are called idealization, interpretation and classification. They are used to optimize the description of a system. Nevertheless they lead to certain deficiencies which cannot be avoided in principle. We are therefore (...) driven to the assumption that natural systems can only be described as probabilistic systems. From this point of view nothing is said about the direction of the reduction. The role of responsible leadership—for each leader and as part of a leader’s collective actions—is essential to global competitive success (Doh and Stumpf, Handbook on responsible leadership and governance in global business, 2005 ; Maak and Pless, Responsible leadership, 2006a . Failures in leadership have stimulated interest in understanding “responsible leadership” by researchers and practitioners. Research on responsible leadership draws on stakeholder theory, with employees viewed as a primary stakeholder for the responsible organization (Donaldson and Preston, Acad Manag Rev 20(1):65–91, (...) 1995 ; Freeman, Strategic management: a stakeholder approach, 1984 ; Mitchell et al., Acad Manag Rev 22:853–886, 1997 ; Phillips and Freeman, Stakeholder theory and organizational ethics, 2003 . We define and operationalize responsible leadership from the perspective of employees and their views of the actions of their leaders. Drawing on a comprehensive survey of 28 Indian and global organizations operating in India, we report the results from 4,352 employees on the relationship between responsible leadership, their pride in and satisfaction with their organization, and retention 1 year later. Strong associations were found among these variables suggesting that responsible leadership—employee perceptions of the support they receive from managers, the HR practices, and corporate socially responsible actions—may be an overarching construct that connects them to the organization. Les intellectuels des villes ont perdu le lien charnel avec une civilisation rurale et un mode de vie ayant façonné (...) notre langue, nos croyances et nos fêtes, ainsi que des artisanats séculaires. Le médiéviste peut encore retrouver le lien avec cette mémoire du temps. Mais s’il n’a pas conservé une âme païenne et un esprit paysan, il est condamné à la posture post-moderne. Penser la culture occidentale en contournant ou ignorant le Moyen Âge n’est qu’une imposture. Un exemple de longue vie des images montre l’importance des relais culturels qui relativise toute théorie préconçue des archétypes. The birth of the CRI in Grenoble is replaced in the intellectual context of new criticism of the 1960s. The three mainstream have been overtaken by the CRI in favour of a “new anthropological spirit” that emphasizes the sensible reality of images at the expense of reducing ideologies. The modern scholars of the cities have lost the carnal connection with a rural civilization and a way of life that have shaped our language, our ancient beliefs and feasts and also centuries-old handicrafts. The medievalist can find the link with this memory of time. But if he has lost a pagan soul and a spirit of peasant, he is sentenced to a post-modern posture. Thinking Western culture in bypassing or ignoring the middle ages appears like a mere sham. An example of long-life images stresses the importance of cultural relays against all preconceived theory of the archetypes. (shrink)

In spite of the intuitiveness of epistemic closure, there has been a stubborn stalemate regarding whether it is true, largely because some of the “Moorean” things we seem to know easily seem clearly to entail “heavyweight” philosophical things that we apparently cannot know easily—or perhaps even at all. In this paper, I will show that two widely accepted facts about what we do and don’t know—facts with which any minimally acceptable understanding of knowledge must comport—are jointly inconsistent with the truth (...) of CLR. The proof works by supposing the truth of “Categorialism,” a thesis about the relation between basic categories and common nouns and predicates, which is itself a heavyweight claim that cannot be easily known to be either true or false. What is the role of consciousness in nature? The science of consciousness has largely neglected the question through its emphasis on human experience. In this précis of A Philosophy for the Science of Animal Consciousness, I outline how we can move from a top-down approach that begins with investigations in humans to an evolutionary bottom-up approach that targets the adaptive origins of even the most minimal forms of subjective experience. I will also offer an introduction to the central thesis of (...) the book, i.e. the pathological complexity thesis, according to which consciousness evolved in order to enable animals to adaptively respond to their life history challenges. Los principales patógenos víricos que podemos ad­quirir ingiriendo alimentos contaminados son los norovirus, el virus de la hepatitis A y el virus de la hepatitis E que se propagan principalmente a través de la vía fecal oral. En los últimos años, la incidencia de brotes de transmisión alimentaria causados por estos patógenos ha experimentado un aumento considerable, en parte debido al comercio globalizado y a los cambios en los hábitos de consumo. Las matrices alimentarias que mayor riesgo representan para el (...) consumidor son los moluscos bivalvos, ve­getales de IV gama, frutas tipo baya y platos listos para comer. Actualmente las técnicas moleculares son las más habituales para la detección de estos patógenos en alimentos, aunque toda­vía existen dudas acerca del significado de la presencia de estos genomas víricos en términos de seguridad alimentaria. La infec­tividad de estos patógenos en alimentos viene también determi­nada por su elevada persistencia ambiental y por su resistencia a los tratamientos aplicados para la conservación de los alimentos. Here, we make use of the biological idea of fitness landscapes to help us understand the nonevolution of such a universal ideographic code as well as how we might reach this potential global fitness peak in the design space.
